Description:
*Motivation*
After the IGNITE-22232 the empty RAFT and replica listeners implemented. Under
this ticket we need to implement the actual behaviour.
*Definition of done*
- RAFT group listener aggregate the table partition listeners and route the
RAFT events to actual table state machine
- TODO for replica listener
