Description:
Current index-related code (mainly the code that builds indexes and fills them
on a full state transfer) makes an assumption that the Catalog never gets
compacted. We should support its compaction.
Based on IGNITE-22367 we should switch from the Catalog to the new Index
metadata storage.
There are TODOs in the code that mention this issue, they can give a hint where
to look.
