Description: This ticket was created mostly to mute some tests after
https://issues.apache.org/jira/browse/IGNITE-22275, where we forbade altering
partition number for a zone. This ticket can be used as an initial ticket for
supporting altering zone partition, but we don't have such plans for the near
future because of the complexity of the feature.
