Description:
*Motivation*
At the moment PartitionReplicaLifecycleManager will loose the actual started
replicas after Ignite node restart. We need to fix it.
*Definition of done*
- After the node restart all appropriate zone replicas must be started in the
actual state
*Implementation notes*
- TableManager must enrich zone replicas with state machines after the node
restart
