There are some methods missing in {{BaseItClusterManagementTest}} that were
implemented separately in extension classes. For instance, ItClusterManagerTest
implements methods to Start and Stop the cluster which can be shared across
many implementations.
Moreover, we should add the ability to control the initial cluster
configuration.
