Specify the common binary tuple format that is going to be supported by Kv,
Record, and Compute apis. The specification should be defined in IEP.

Specify the common binary tuple format that is going to be supported by Kv,
Record, and Compute apis. The specification should be defined in IEP.
The second part of this ticket is to implement this specification in Ignite and
support in listed apis. Acceptance criteria: I can create a Tuple in any way
and pass it to the kv (assuming schema is matching), I can pass the Tuple to
the compute API.
