The snapshot validation should be a distributed process. Currently, the
validation is a computation tasks/jobs. Stopping or declining 2 concurrent
'heavy' checks aren't handy. Also, snapshot check status or snapshot check
metrics are simpler when the validation is only one per snapshot and
implemented similar to snapshot creation or restoration.
