Summary: Metastorage majority loss recovery (phase 2)

Metastorage majority may be lost forever. Without a majority, a Raft group (and
Metastorage is backed by a Raft group called MG) cannot function. We need a way
to reconfigure such a MG forcefully. We need to take into consideration a
possibility for the lost majority to return after or duing the repair. Such a
return should not cause inconsistencies and other troubles.
