Remove additional ADMIN_OPS permissions check for metric and view management
tasks: MetricTask, SystemViewTask.
1. Metrics and views available from SQL without additional ADMIN_OPS
permission.
2. If a view or metric requires any permission - it will be checked.
3. Users need to receive information about the cluster: configuration, created
caches, partition distribution, cluster topology and its name, etc.
