The tricky part of the implementation: support the correct and synchronized
behaviour between the:
* Local events listener inside the TableManager (for table state machines
creating).
* Catalog events listeners insde the TableManager (for tables creating).
For this purpose after some discussions we decided to implement the
TableManager inner state based approach, where local events will always work in
the context of current TableManager tables list instead of the catalog version
context. This mechanism must be reused in the drop behaviour for free
IGNITE-22950
