If an active cluster loses all of its MS nodes, the cluster becomes inoperable,
yet currently the +GET management/v1/cluster/state+ response doesn't reflect
that.
+GET management/v1/cluster/state+ response should indicate that the cluster is
in an invalid state due to loss of all MS nodes.
