Description:
At the start of the node after its recovery we need to start background
metastorage compaction on the latest revision of the compaction read locally.
Don't forget to put it in memory to throw exception
*org.apache.ignite.internal.metastorage.exceptions.CompactedException*.
After the components start is completed, but before the watches are deployed.
