Currently LocalRwTxCounter is used to track inflight transactions for index
building purposes (see
IsNodeFinishedRwTransactionsStartedBeforeRequest).
It imposes performance and scaling penalty due to additional memory access and
contention.
This can be mitigated by using tx volatile state to track finished transactions.
