Description:
*Motivation*
Under the IGNITE-23438 track we need to specify the reset timeout in HA mode.
*Definition of Done*
- New partitionDistributionResetTimeput system distributed property introduced.
- partitionDistributionResetTimeout must be > 0 - validation must be
implemented.
- The actual value of configuration must be available from
DistributionZoneManager

Under the IGNITE-23438 track we need to specify the scale down timeout in HA
mode.
*Definition of Done*
- New partitionDistributionResetScaleDown attribute introduced at the: zone
Java API and zone DDL
- partitionDistributionResetScaleDown must be > 0
- partitionDistributionResetScaleDown can be setted to non-infinite value only
if the flag from IGNITE-23449 setted to HA value
