Description:
*Motivation*
For the IGNITE-23438 we need to introduce the new timer like the data nodes
scaleUp/scaleDown timers, but for the partition reset logic.
*Definition of done*
- New partitionDistributionResetTask must be introduced for DZM schedule.
- In DistributionZoneManager#onLogicalTopologyUpdate on the topology shrinking
we must initiate the new timer.
- Appropriate tests implemented
