Description:
*Motivation*
Transactional operations can produce recoverable exception such as
LockException (thrown at lock conflict with another tx) and
PrimaryReplicaExpiredException (see also REPLICA_MISS_ERR). They can be retried
and this is done by KV API.
SQL should behave in the same way.
*Definition of done*
Retries are done from SQL in the same way as they are done from KV API.
