Notes: check majority and call improved resetPartitions if majority is lost.
Add resetPartitions.handle and reaction to any exceptions. Reaction must call
failure handler. Linearisation of concurrent partitionDistributionReset
invocations is ensured by pendingChangeTriggerKey mechanism.
