Description: While implementing Partition Majority Unavailability feature
it occurred that partition disaster recovery has some imperfections and bugs.
[Some|https://issues.apache.org/jira/browse/IGNITE-23559] of them were fixed
within Partition Majority Unavailability feature, but for the most part they
were transferred to this epic.
