Description: {{ReplicationGroupId}} such as {{TablePartitionId}} and
{{ZonePartitionId}} is often encoded as a part of a Meta Storage key. There
exist methods to decode parts of these objects back, but not objects as a
whole. I propose to add such methods, as it will reduce the number of byte ->
string conversions and will make the code shorter. (was:
