Description:
LogPushExporter and OtlpPushMetricExporter have not changed the export period
after the cluster configuration was updated.
The OtlpPushMetricExporter starts exporting metrics only after the node has
restarted.
Reconfigure method will be called directly after start in PushMetricExporter
