Description:
*Motivation*
At the moment, RebalanceRaftGroupEventsListener.REBALANCE_RETRY_DELAY_MS is the
hardcoded constant. At the same time, looks like we don't want to share this
configuration in the explicit public configurations. So, the ideal candidate
for it - SystemDistributedConfiguration.
*Definition of Done*
- REBALANCE_RETRY_DELAY_MS is available as SystemDistributedConfiguration
property.
