Description:
*Motivation*
Unit tests, along with integration tests from {{DistributionZoneManager}} must
work for HA zones in case when we do not loose majority. Behaviour must be the
same as for SC zones.
*Definition of done*
Under this issue we need to try HA mode in all zones' tests and:
* Prepare the list of issues, if any.
* Add HA zones to tests which should use it and have no any issues
