h3. Motivation
In https://issues.apache.org/jira/browse/IGNITE-24106 we have propagated term
and index to {{onNewPeersConfigurationApplied}}. The next step is to propagate
index and term further to topology chain, so we could track this counters in
topŠ¾logy chain and understand
on which term and index corresponding chain was applied
h3. Definition of Done
* When we receive topology chain from Meta Storage, we also want to receive
index/term per chain
