h3. Motivation
Once we revise DisasterRecoveryManager API in alignment with Colocation track

h3. Motivation
DisasterRecoveryManager has logic for reset partitions, which sets force
pending assignments. We need to support such functionality for collocation
pending keys.
Also there is logic which reacts on HA zone topology reduced
`DisasterRecoveryManager#onHaZoneTopologyReduce`. It calculates set of
partitions which lost majority, based on stable assignments. The same logic
must be done based on collocation stable keys.
