How t reproduce:
# Start node1 using CLI
# Start node2 using CLI
# init cluster
# join node3 to existing cluster, start load
# join another node with the same consistentId=node3
Actual behavior: duplicate node3 joins the cluster and disrupts the load
Expected behavior: node is prevented from joining
