Instantly cluster shutting down during active CPCC.
Definition of done:
Test coverage - start cluster, start cpcc, NOT graceful cluster shut down,
secondary cluster initialization: global cpcc status need to be failed, locked
by cpcc zones need to be unlocked, all temporary stuff is cleared.
