Description:
It looks like we are missing a test for the TIME type that will check for
boundary values.
Definition of done:
* Add test test/sql/types/date/test_incorrect_times.test to verify boundary
values
* In test/sql/types/time/test_time.test add checks to verify different
precision 0(default), 1,2 (add corresponding columns to table and checks)
