Description: During ItSqlLogicTest run, there are hundreds of failures of
some background activity (see IGNITE-25191) which does not cause the tests to
fail, but it causes FailureManager to write its 'Critical system error'
messages to log. This blocks IGNITE-25149, so it makes sense to mute
FailureManager logging in this test.
