Description:
I propose to add the following events regarding the replica lifecycle in
PartitionReplicaLifecycleManager:
1. {{BEFORE_REPLICA_STOPPED}} - produced before a replica is going to be
stopped;
2. {{BEFORE_REPLICA_DESTROYED}} - produced before a replica is going to be
destroyed.
This will increase the versatility of PartitionReplicaLifecycleManager.
