h3. Motivation
Cluster should handle a Meta storage refusal. This case can be in a regular
flow when Meta storage becomes unavailable due to a server crash or the whole
cluster stopping.
h3. Definition of done
Meta storage unavailability shouldn't lead to critical exception.
