In order to migrate JDBC driver to use thin client SQL API we need to extend 
SQL_EXEC to able pass flags describing the type of the query.

This is required to restrict query execution by type (for example executeUpdate 
should not perform SELECT queries).

Public API should not be extended, tests should use internal API.
