It is similar to https://issues.apache.org/jira/browse/IGNITE-26284 and
https://issues.apache.org/jira/browse/IGNITE-26285, but it should invalidate
all in-memory structures for raft group instead of modifying them.
Reset group record should be inserted into the segment too.
