    Description: 
Similarly to IGNITE-24368, when trying to decide whether a write intents needs 
to be written to an index, FullStateTransferIndexChooser can ask for a Catalog 
version corresponding to beginTs of an old write intent and get an exception if 
the version is already compacted out.

As in IGNITE-24368, we could use index meta storage to solve this.
