We need to design TRUNCATE command as a fast and efficient data removal option.
Key use cases:
- Fast data cleanup, especially during experimentation (early field feedback -
not having fast delete sucks during POCs)
- Emergency data cleanup when the system ran out of space and cannot write a
new tombstone to delete data normally
