Similar to https://issues.apache.org/jira/browse/IGNITE-27009, we need to add
metrics for the number of operations in progress:
* Number of incoming snapshots
** Number of snapshots in each phase that we have
(please see https://issues.apache.org/jira/browse/IGNITE-27149 for reference)
* Number of outgoing snapshots
