h3. Motivation
All operations over a RAFT group may take an effectively unlimited amount of
time. Operations that modify the group’s composition must also be prepared for
this.

Changing the composition of a RAFT group can be performed either with a
specified timeout or without one (changePeersAndLearners, addLearners,
removeLearners, etc.).
