h3. Motivation
The physical topology-aware ARFT client has been completely rewritten and
improved. It needs to be rewritten and updated to match the
TopologyAwareRaftGroupService.
h3. Definition of done
* Removed the unnecessary notifyOnSubscription flag
* The subscribeLeader / unsubscribeLeader methods work synchronously
* Notification listeners are triggered in a separate pool and moved out of the
synchronized section
* Consolidate tests into a single code base
* Simplified code
* Override LogicalTopologyEventListener#onTopologyLeap on the internal listener
