The [mock-server|https://github.com/mock-server/mockserver] library seems to be
abandoned, last commit is from 2023.
When investigating IGNITE-24226 it was found that during repeated test runs the
library keeps some references for a long time leading to OOM.
Let's replace it with the [wiremock|https://github.com/wiremock/wiremock] which
looks very much alive and provides similar functionality.
