Description: All commands in Raft listeners that MV storage must be
executed under a lock acquired with
PartitionDataStorage#acquirePartitionSnapshotsReadLock(). It seems that this
was lost when moving to per-zone partitions as the only place where this lock
is acquired is TablePartitionProcessor#onConfigurationCommitted().
