The header can occupy multiple pages. Usually there's already a pre-allocated
thread-local direct buffer with the size of a single page. We should use it if
we're in a checkpoint thread.
If we're not, then we should allocate a new buffer (not make it thread-local).
This condition is extremely rare, so allocations won't be an issue.
