Summary: Make 'Triggered by replicator' checkpoints less frequent

The frequency of such checkpoints can be way higher than the frequency of
normal timeout-based checkpoints. Sometimes there are 'Triggered by replicator'
checkpoints once every few seconds. The scenarios are not yet fully identified,
but the most likely relate to either jraft internals or maybe processes like
catalog compaction. There's no definitive course of action yet, we need to
investigate what's going on first.
