Currently RelaibleChannel is a class without the interface, in some cases (see
IGNITE-27829) it's required to have own implementation of ReliableChannel. It's
proposed to extract interface from this class ({{ReliableChannel}}) and rename
class to {{ReliableChannelImpl}}
