he test suite hangs because ipFinder fails to bind to 127.0.0.1:47500. This is
a race condition where the previous test has finished, but the OS has not yet
fully released the socket, causing a collision when the next test attempts to
start immediately.
We should introduce a range of available ports to account for that in the test
