Full transaction should not update TxStateMeta at finishFull. When we had
removed this call,
ItTxObservableTimePropagationTest#testImplicitObservableTimePropagation failed.
We need to figure out why it happens and eventually delete updateTxMeta from
TxManagerImpl#finishFull
