Fix For: 3.2
Currently, DB API Driver path is ignite-3/modules/platforms/python, which is
not good, as there may be other python packages later (i.e. the client). Let's
move it to ignite-3/modules/platforms/python/dbapi while it's not taking too
much effort and make sure everything compiles properly and nothing is broken.
