Add a watchdog that monitors primary distribution and automatically invokes the
rebalancing algorithm from IGNITE-28420 . The automation could sit right in the
placement driver, or in a separate utility service. The automation likely needs
to have a threshold required to invoke the rebalancing since it has downsides.
