IGNITE-28744 adds a new precondition for the control script command `--cdc 
resend`: the command now fails when the Ignite cluster is inactive. The 
implementation and tests were updated, but the current docs set does not appear 
to describe this active-cluster requirement in the CDC resend section.

Documentation update should clarify:
* `control.sh --cdc resend` requires an active cluster.
* On an inactive cluster, the command is cancelled with an error instead of 
resending cache data.
* The CDC resend section in `docs/_docs/persistence/change-data-capture.adoc` 
should mention this prerequisite together with the existing rebalance/topology 
constraints.

Relevant implementation evidence:
* Commit d2a054a06870213635e2190bd5cfb7bd994efe31 adds an inactive-cluster 
state check in `CdcCacheDataResendTask`.
* Commit c01eec8d1b43f4b2b8c98bf62f629ce832bc140e adds tests for failure on 
inactive cluster and updates the error message.
