Description:
It is proposed to add a new system view for added plugins
(org.apache.ignite.plugin.PluginProvider) so that information about them can be
obtained without analyzing logs, which may be rotated.

The proposed view name is "PLUGIN_PROVIDER" and the columns are:
1. NAME.
2. VERSION.
3. CLASS_NAME.
4. INFO (New method String org.apache.ignite.plugin.PluginProvider#info will be
added for this).
