I cleared Docs Required and kept Release Notes Required. I checked merged PR
#13094 and the local Ignite code changes in IgniteMessageFactoryImpl,
UnknownMessageException,
TcpDiscoverySpi/ClientImpl/ServerImpl/TcpDiscoveryIoSession, and the new
discovery serialization/deserialization tests. The change improves internal
discovery diagnostics for message serialization failures and does not introduce
a public API, command, configuration property, SQL behavior, or documentation
workflow that needs a user docs update.
