I cleared Docs Required and kept Release Notes Required. I checked merged PR
#13332 and the local Ignite code changes around GridCacheVersion,
DirectMessageReader/Writer, DirectByteBufferStream, MessageReader/Writer, code
generation, and serialization tests. The change is an internal communication
serialization refactoring before the 2.19 release and does not require a user
documentation update.
